Does a Creatype represent one specific person?

No. A Creatype groups public profiles that look alike. It describes one component of the audience, never an identifiable individual.

Why do the percentages not always add up to exactly 100%?

Small gaps can appear because of rounding. They do not change the overall reading of the split.
